Oslo City Council in Norway launches Plan & Bygg 360°

This marks an important milestone in Oslo’s digital transformation journey, where the old DocuLive system is being replaced by a modern, cloud-based platform designed to streamline workflows and enhance service delivery to residents.

This project has been an important milestone for us in the Planning and Building Department. We have replaced a system that has been in use for over 25 years, and we’ve made a significant digital leap in collaboration with Tietoevry. Now we look forward to further developing the solution together, and we’re excited to continue the strong partnership to implement even more efficient solutions.

The project has been guided by clear objectives:

• Streamline the processing of building and planning applications
• Automate invoicing and key parts of case handling
• Leverage data and artificial intelligence for better decision-making, reporting, and analysis
• Standardise processes using national checklists to ensure consistent treatment
• Seamless integration with existing systems such as Saksinnsyn and Planinnsyn
• Improve user experience and transparency for residents and businesses
